“Education Law 2-d: New Requirements for Data Security and Privacy,” to be held on October 10, 2014 from 8:30-11:30 a.m., at the Erie 1 BOCES Education Campus, 355 Harlem Road, West Seneca, NY 14224 (Building B, Room B2a & B2b). As you are aware, Part AA of Chapter 56 of the Laws of 2014 established the Common Core Implementation Reform Act. Subpart L of this Act amended the Education Law by adding a new Section 2-d, entitled “Unauthorized release of personally identifiable information.” Section 2-d imposes obligations upon school districts and BOCES to create new policies and implement new procedures to ensure the security and privacy of student data as well as certain teacher/principal data related to APPR.
This workshop, designed to provide districts with up-to-date information about their implementation of Section 2-d, is being collaboratively presented by WNYRIC, Labor Relations/Office of the School Attorney - Erie 1 BOCES, and Policy Services - Erie 1 BOCES.
Topics to be addressed at the workshop include:
· An Overview of Education Law 2-d
· Policy Implications of Education Law 2-d
· Parents Bill of Rights for Data Privacy and Security
· Requirements for 3rd Party Contracts (where the 3rd Party Contractor receives a district’s “student data” or “teacher or principal data”)
· Responsibilities of the Chief Privacy Officer at NYSED
